Mr Hou began his legal practice in 1998. Before working as a lawyer, he worked for many years in the procuratorial system and court system of Hunan Province. He was engaged in criminal cases such as investigation, prosecution and trial. In 2017, after the resignation of the Criminal Court of the Xiangtan Intermediate People's Court, he switched to a lawyer's job.
